Driving the Next Stage of the Singapore Legal Industry’s Digitalisation Journey Through the Legal Innovation and Future-Readiness Transformation (LIFT) Initiative

On 30 June 2025, Singapore’s Ministry of Law (MinLaw) launched the Legal Innovation and Future-Readiness Transformation (LIFT) Initiative, a pilot programme designed to accelerate the digital transformation of the legal sector. Building on earlier legaltech initiatives such as the Legal Technology Platform (LTP), LIFT focuses on addressing one of the key barriers identified through consultations—change management—particularly among small and medium-sized law firms.

Under the LIFT pilot, MinLaw will partner with PwC NewLaw to deploy dedicated legaltech consultants to law firms. These consultants will serve as project managers, helping firms assess process gaps, recommend and implement suitable technology solutions, and optimise adoption through ongoing support and training. The pilot involves an intensive two-month implementation phase followed by five months of aftercare, co-funded through a shared payment scheme between participating firms and MinLaw.

LIFT aims to help firms digitalise effectively, freeing lawyers to focus on strategic and client-facing work. The pilot, running until Q3 2026, will inform future sector-wide programmes to strengthen digital readiness across the profession.

Separately, the LTP, launched in 2022 in partnership with Lupl, will transition into an independently operated, industry-driven platform by August 2025. With greater integration among commercial systems and GenAI tools like Microsoft Copilot, Singapore’s legaltech ecosystem has matured significantly. Through LIFT, MinLaw reaffirms its commitment to enhancing technological adoption, efficiency, and competitiveness within Singapore’s legal industry.
