The Scottish Legal Complaints Commission (SLCC) says the statement is intended to explain how the Commission will apply the new regulatory objectives as Scotland implements the Regulation of Legal Services (Scotland) Act 2025. The SLCC is named in the Act as a regulatory authority and says the reforms will affect its existing complaints functions as well as new powers, including work connected to a register for unregulated legal services. The statement sets out high-level principles for the SLCC’s work and is designed to help stakeholders understand how the Commission will use its functions individually and collectively, and how it will work with others across the regulatory system.
The approach places emphasis on clear and accessible processes, consumer protection, access to justice, proportionate action, evidence-based improvement and the professional principles. The SLCC also links the statement to future strategies and annual operating plans and says it will keep the statement under review as implementation of the Act develops.
